The Goal tool in rooms is connected to the ILP tool in the sense that you will need to have tutor or subject teacher access to the students enrolled in your room. Only an administrator can grant these access rights.
When you have these rights granted, you will see the students enrolled in the room under the select student menu.
Additionally, if the members are enrolled as a group instead of as individual members, and you have tutor or subject teacher access to that specific group, you will see options under the select group menu.
